Upgrade CI actions to Node 24 versions - #3

checkout v4 -> v7, setup-java v4 -> v6, upload-artifact v4 -> v7. The v4 actions target the deprecated Node.js 20 runtime and were being force-run on Node.js 24 with a warning. Inputs used here are unchanged in the new majors; checkout v7's new fork restriction only applies to pull_request_target / workflow_run, which this workflow doesn't use.
