Fix rock generation in worlds with a lower floor or higher ceiling.

OreSpawn now uses each dimension's actual height and keeps native terrain where no rock rule applies, including when every rock is disabled. Existing chunks and saved height limits are left alone.

This also lets the rock editor accept extended heights and explains how rock weights differ from family weights.

The local checks cover 231 tests, deep Tectonic worlds, fresh and reopened saves, shared-ore providers, vanilla ore management, packaged client/server runs and Eclipse isolation. Ordinary-height generation matches the previous release. Performance was checked in both run orders, with all results retained.
