Per-query asyncio.run() silently degrades every even-positioned query to reranker passthrough (reranker_ms=0). o1 gate now runs all queries in ONE loop via _run_all + degraded-flag (mirrors p2 gate from PR54). Adds tests/test_holdout_harness_loop.py: AST single-loop guard (verified FAIL on pre-fix o1: 2 calls, no degraded flag), fake-searcher loop-identity probes, best-effort live probe (skips when reranker services down). Tests: 47 passed, 1 skipped (live, no reranker service in env). Ruff clean.
