Adds the `time-awareness` skill — an always-on guardrail that grounds
date, time-of-day, elapsed-time, and pacing statements in a real local
clock reading instead of an estimate. Covers time-of-day framing,
time-budget drift, stale artifact timestamps, and day-of-week scheduling
errors. Local time only; no network time service.

Skill package:
- SKILL.md (allowed-tools: [Read]), references/config-schema.md, and a
  user-editable config/time-awareness.config.yaml
- SKILL.validation.md (PASS, 100/100)
- .agents/skills/time-awareness symlink for Codex repo-local discovery
- skills/README.md inventory: new Runtime Guardrails section (plus the
  previously missing Checkpoint Workflows entries)
- README plugin/Codex sections: 11 -> 12 skills

Release v1.5.0 (minor: new skill):
- Bumped 1.4.3 -> 1.5.0 across spec, docs/spec-rationale.md, AGENTS.md,
  README, templates, sample artifacts, and every spec_version stamp in
  the create/validate skills
- Realigned the three plugin manifests, which the 1.4.3 doc patch left at
  1.4.2, to the shared version
- Spec last_updated set to 2026-09-06
- CHANGELOG [1.5.0] entry added

AGENTS.validation.md and usercontexts/sample_usercontext.validation.md
still referenced spec_version 1.4.2 — the last docs carrying a stale
version string after the 1.5.0 bump. Both artifacts are unchanged in
structure and still validate at PASS 100/100, so the reports are
refreshed to 1.5.0 (validated date bumped to 2026-09-06). The historical
"stamping requirement introduced in spec v1.3.1" reference is left as-is.

- docs/spec-rationale.md: bump last_updated 2026-05-09 -> 2026-09-06 to
  match the file's own spec_version/title bump to 1.5.0
- skills/time-awareness/SKILL.md: workflow step 3 now cites the exact
  config key `recheck.pacing.checkpoints` (was `recheck.pacing`)
- SKILL.validation.md + CHANGELOG updated to match

🟡 Changes recommended

The docs/changelog claim .agents/skills/ (and a time-awareness symlink) exists for Codex repo-local discovery, but that path is missing, and the new config schema contains contradictory wording about how trigger_phrases are matched.

- `SKILL.validation.md` for `time-awareness/` (PASS, 100/100)
- `.agents/skills/time-awareness` symlink for Codex repo-local discovery
- `skills/README.md` skill inventory expanded with a Runtime Guardrails section (and the previously missing Checkpoint Workflows entries)

Codex auto-discovers skills from the `.agents/skills/` directory, scanning upward from the current working directory to the repo root. AI Context Kit ships a `.agents/skills/` directory whose entries are symlinks to the canonical `skills/` folders, so repo-local skill discovery and plugin packaging both point at the same source of truth.

### Auto-discovery (no install needed)

If you clone this repo and run Codex from within it, all 11 skills are discovered automatically. No registration or import is required for repo-local use.

## Notes on editing
- This file is the intended customization surface. `SKILL.md` describes *behavior*; this file describes *when and how sensitive* that behavior is for a given project or person.
- Keep `trigger_phrases` lowercase and simple — they are matched loosely against user phrasing, not treated as regex.
- If a field is omitted from a project's config file, the default above applies. No newline at end of file
