Closing due to regressions and side effects:

1. Dialog Header Duplication: Changing the preference name from 'Translate Instruction' to 'Translate System Instruction' makes the preference label identical to the dialog header, violating the domain guardrail: 'Never repeat preference names or button labels as dialog headers'.
2. Localization Anti-pattern: User-facing UI strings were added with translatable="false" and tools:ignore="MissingTranslation", suppressing proper translations across the 29 supported locales.
3. Unintended Preference Rename: 'Translate Instruction' was unintentionally renamed to 'Translate System Instruction'.
