Rely on the existing LLM code-scanning controls instead of maintaining a separate TruffleHog or Gitleaks workflow.

DEVOPS-10128
Remove the repository-level TruffleHog/Gitleaks workflow. Secret detection is handled by the existing LLM code-scanning controls, so maintaining a second scanner and its license/configuration is unnecessary.
