add new Setup for quiet mode operation

Story/Acceptance criteria

As IS I would like to run quiet count with a dedicated measurement mode the sets the instrument up. I would like to avoid to manually switch off the safeguards/vetos for the normal SANS measurement in sans.py and I do not want to touch the DAE settings in the IBEX gui.

Description of work

Added a new measurement mode that sets timing signal to internal clock and veto off.
