Add pull request preview deployments to the Pages workflow - #1

Build every pull request into main and publish it live at /pr-preview/pr-<number>/ on GitHub Pages, with a sticky PR comment linking to it and automatic removal when the pull request closes. The gh-pages branch now holds the production build at its root plus the preview folders. The deploy workflow publishes that branch and gains a publish-only mode that the preview workflow dispatches. No repository settings change: Pages stays on the GitHub Actions source and only main deploys to the github-pages environment.
