Summary\n\n- replace the discarded lock-then-plan prototype with metadata-only resolution and a persisted acquisition plan\n- inventory pload/pip/uv caches, compatible environments, content repositories, and exact index artifacts\n- make apply execute only the selected route with no fallback or automatic publication\n- add interactive per-package route selection and explicit remote package backup\n- document all user config, lock, plan, routes, and current boundaries\n\n## Validation\n\n- 106 tests pass on local Python 3.8 and 3.13\n- wheel build and dependency metadata verified\n- installed locally as 1.2.0a1 for macOS acceptance testing\n- real pload_test regression confirms plan does not change wheel cache\n\nThis is intentionally a draft pre-release PR and must not be merged until macOS acceptance testing is complete. It supersedes the reproduction design in #31.
