Release Shibumi Shell 0.1.1-beta.13

Summary

• integrate the complete Shibumi Shell 0.1.1-beta.13 release line into main
• preserve all 24 plugins, V1/V2 parity, lifecycle admission, registry priming, and the existing bar variants
• fix snapshot replacement and inode-reuse bypasses by retaining a bound snapshot descriptor through the transaction
• retain fail-closed recovery, process identity, provider ownership, and shutdown/drain contracts
