Restrict macOS runner provisioning to an empty first-install directory. Refuse replacement or disable when existing state cannot be safely changed, and leave a matching registration untouched. Do not stop an existing launchd service or replace a registration.
The focused tests inspect role structure and ordering; they do not exercise Ansible on a macOS host, establish race freedom, or prove root-owned directory handling end to end. Further behavioural tests are needed before this draft is ready.
