Google won't move the OAuth consent screen to In production without a homepage and a privacy policy URL. Until then, every user who isn't a listed tester gets "Access blocked / Error 403: access_denied". This PR adds:

  • /privacy:
    • What the server keeps and what it never collects.
    • How each Google scope is used (openid/email/profile for sign-in, drive.file only for the files in My-Atomic-Notes).
    • The Limited Use statement for the Google API Services User Data Policy.
    • The vault, storage and protection, and retention (logs, deleted-note records and sync records: 30 days).
    • Your choices: sync off, Danger Zone, revoking access, account deletion on request within 30 days.
    • Service providers, children, and contact.
  • /terms:
    • The service, accounts, and Atomic Energy/Coins as virtual items with no cash value.
    • Acceptable use, the license, availability, warranty, liability, and changes.
  • Footer links, the sitemap, and page styles.

Checks: build OK, smoke tests 22/22, both pages checked in a browser.
