Summary

• Successor for draft queue-health enrollment of ContextualWisdomLab/pg-llm-batch, rebased onto current main after ops(queue): enroll mhtml-etl-gateway on current main (#2212 successor) #2243/docs(doctoring): post-#2242 coalesce tick live verify + re-enable criteria #2244.
• Adds a single unique allowlist entry in config/actions_queue_health_repositories.json (not already on main) and matching contract assertion.
• LineageWeave/mhtml enrollments already on main were dropped from this branch during rebase; only the pg-llm-batch delta remains.

Test plan

• python3 -m pytest tests/test_actions_queue_health*.py -q → 72 passed
• Confirmed ContextualWisdomLab/pg-llm-batch is the sole addition vs origin/main
