Prioritize stacked PRs in central OpenCode review sweeps #1376

Closed

Description

@seonghobae

The organization sweep currently spends its bounded review-dispatch budget in oldest-created order across every open pull request. Default-branch PRs with failed Strix evidence can consume that budget repeatedly, while stacked PRs have no injected required workflow and depend exclusively on the central sweep.

Acceptance criteria:

  • stacked/non-default-base PRs are considered before default-base PRs in each bounded sweep;
  • ordering remains stable within each class;
  • merge automation remains default-branch-only and still requires exact-current-head OpenCode approval;
  • focused scheduler tests cover the priority contract.

Observed evidence: ContextualWisdomLab/TEPP#285 merged into a feature branch without any central OpenCode run or approving review, while older default-base queue work consumed the bounded sweep path.

    Implementation PR: #1377

    Focused verification on exact current branch head 8bb970336cba87689bf34cf58e6a718d1002bf11 after scheduler base synchronization: 179 scheduler/required-workflow contract tests passed. Protected merge remains pending current-head checks and independent approval.
