Contacts and organisations keep the postcode as the registers store it
("2999AA"); the contact card, Woonadres and the organisation address now read
it through the facts postcode format and write "2999 AA", as DqContact and
DqOrganisatie draw it. Needs nextcloud-vue feat/dqcase-postcode-format; on an
older library the format is unknown and the postcode is written as stored.

("Kerkplein 7"), dates the offline line ("gesynchroniseerd om 07:42") and
opens the run at questions 7 and 8, the second answered Ja.
- The checklist frame takes its title from the reader's inspection in
progress, the status line its time from the newest synchronised outbox
entry (nextcloud-vue titleFrom / syncedFrom, 24u6).
- The run opens at the last answered question (startAt lastAnswered).
- The set answers question 8 (ja, 11:08) and records the morning
synchronisation (07:42) as a synced outbox entry.
Needs nextcloud-vue fix/dqlist-checklist-run-resumes-as-drawn and
feat/dqlist-device-frames-title-and-sync-time.

A blank author such as decidedBy ' ' no longer counts as recorded, so the
check is unverifiable instead of clearing the panel. A padded author or
member ('alice ') still matches. Blank panel members are dropped, and a
panel left empty is refused as no panel, in guardPanel and in the checker.
Both read the panel through the ReadsPanelMembers trait.
