Clear the previous draft seed before preparation can fail.

prepareCreatePullRequest does not reset createDraftSeed when it begins. Suppose a draft seed remains from an earlier session, and a later preparation fails with an error such as "Connect Account...". The callers in MainWindowView+PullRequestActions.swift check createDraftSeed == nil before they show the error. That check fails because the old seed is still set, so the callers open the window with stale data from the earlier repository or branch. The callers also never show the error. dismissCreatePullRequest clears the seed when the window closes, but the seed survives any path that skips that call, such as a successful createPullRequest followed by a failed refresh. Reset the draft state at the start of preparation so that each failure path is reported reliably.

Proposed fix
         activeRepositoryURL = repositoryURL
         detailErrorMessage = nil
+        dismissCreatePullRequest()

At the start of prepareCreatePullRequest, clear any existing create-draft state
before preparation can return early, so failures are surfaced instead of reusing
a stale draft. Reuse the existing dismissCreatePullRequest behavior, while
preserving the new repository URL and clearing the prior error in the correct
order.

Keep the branch filter unchanged during an active search.

If activeSearchQuery is nonempty, selectReferenceTipIfLoaded returns false. This fallback then changes .all to .branch(value) and reloads the search with a different scope. Restrict the fallback to an unloaded tip when no search is active; a false result alone does not establish that condition.

Update the fallback in selectReferenceTipIfLoaded to require an empty
