harvester: raise error if we have CERN-EP approval number is not already created in the DB #970

we need this to understand if there is someone trying to bypass the ep approval process (basically EP approval number can be only given through the CDS system - if there is any record which is incoming from inspire but does not have it, we should flag this to the curators)
