[BI-2950] Add gh version tag functionality to docker tag creation workflow

Updated gh docker build/tag workflow so it runs when tags are created so historical tags can be made and found in dockerhub

Dependencies

Testing

Verify through action logs and dockerhub:

• PR build creates expected PR and github action build docker tags
• Creating and pushing tag with v at the beginning of the tag triggers an action, and creates a dockerhub build/tag that matches the created tag
• No need to test release/brapi-server-v2 branch use case until next release, these should not be triggered until pushes to these branches occur
