Migrate sample bi ouIds to brapi ouIds

Story: BI-2996

Added sql migration to migrate bi-generated exref observation unit ids that were being stored in sample.additional_info to the brapi observation_unit ids to support BI-2914 changes.

I think this would be a good one to have @humsika test. Currently I believe the primary observationUnitDbId is not being saved when we create samples, only the additionalinfo.obsUnitID. At some point we would also like that to be populated but I think that's a different future issue.
