fix: Update CI workflows and dependencies
Show Add tab on Tabs and Tabs list only, Remove on Tab and Panel items, and drop tab actions from the Panels wrapper to avoid ambiguous deletions.

Overview
Release 2.0.1 is a patch bump with editor UX fixes, a full-width layout CSS fix, and refreshed French strings.
Full-width tabs: When the block uses
alignfull, panel area padding is cleared via.alignfull &on&-panels, and.wp-block-blockparty-tabs-panelsgetsmargin-block-start: 0so spacing matches edge-to-edge layouts.Add/remove tab controls:
TabsAddRemoveToolbar/TabsAddRemoveBlockControlsnow accept optionalshowAddandshowRemove(default both on). The panels wrapper no longer mounts shared controls; the root tabs block and tabs-nav show Add only (showRemove={ false }), while panel items show Remove only (showAdd={ false }). Nav items still use the full toolbar. i18n sources drop the panels block from Add/Remove string references.Version metadata, changelog/readme, Playground blueprint ref, and
