Overview
Refines the block editor UX for adding and removing tabs by scoping toolbar actions to specific blocks instead of repeating them everywhere.

TabsAddRemoveToolbar / TabsAddRemoveBlockControls now accept optional showAdd and showRemove (default on). The root Tabs block and tabs-nav hide Remove tab; tabs-panel-item hides Add tab; tabs-panels no longer renders add/remove controls at all. tabs-nav-item still exposes both actions (with move/icon controls unchanged). Front-end styles set margin-block-start: 0 on .wp-block-blockparty-tabs-panels to tighten nav/panel spacing.

Translation assets are regenerated for 2.0.0 (blockparty-tabs.pot), with updated French .po/.json timestamps, new strings for the plugin name (“Blockparty Onglets”), block description, and POT source references adjusted after the panels block string cleanup.
