Add Jev remote evaluator cookbook

Summary

• Add a runnable Python cookbook that generates support traces with OpenAI and evaluates resolution with TypeSafe Jev through an AX Remote Eval.
• Document credentials, local evaluator setup, temporary tunnel usage, AX mappings, testing, and running the evaluator on sample traces.
• Link the project from the tutorials root README and Python cookbooks index, including the production AX guide URL.

Validation

• Python syntax compilation passed for both Python modules.
• git diff --check passed.
• Live trace generation and Jev calls require user credentials and were not run.
