Subject: [PATCH] fix(forks): GitHub's forks list and empty state

The forks page was Forgejo's heading over bare lines of text, and only
the heading when nothing was forked. It now has the theme's page
heading, a box with a row per fork (owner avatar, owner and name), and
GitHub's empty state when there are none.
