Update to use the non experimental libsql python package

In the pyproject.toml and in installing i noticed that this package is still using the experimental version of the libsql driver.

@penberg Can we actually remove the dependency all together? I have a custom lightweight https way to talk to turso in my backend that I'd like to use along with sqlalchemy

@penberg any updates here? having an experimental labeled dependency in code to deploy to production environments leaves me with an uncomfortable feeling ;)

@justjulian You probably shouldn't it rebuilds on each pull. Would probably kill your CI times.
