Connections between agents of different populations in the setup

Connections between agents of different populations possible. Can we somehow get access to all populations in the Custom Function for network setup for a population?

Hi Filipe,

That's a great idea to add. I have no plans to add it myself at the moment but I am open to PRs on it.
