Support Arbitrum Network

We're getting this error from Hardhat:

InternalError: Only legacy, EIP2930, and EIP1559 txs are supported
    at ./packages/transaction-trace-provider/node_modules/hardhat/src/internal/hardhat-network/provider/node.ts:1414:17

There's a similar issue.
There was a proposal of a flag to ignore unknown tx types, but they said they fixed it in v2.12.2 & didn't implement the flag., but it doesn't seem to work for us (tested on 2.12.4).

There was a separate npm tag to install version with the proposed flag (hardhat@unknown-txs), but it doesn't seem to be available anymore.

Fixing this probably requires us to do changes in hardhat code.
