help should list all commands but limit displayed commands to user and room accessibility

for instance, there are commands that only admins may use or may only be used in specific rooms.
currently, we list no help for these because all users see all commands in all rooms through hackbot help

we should list these commands in the help but restrict help responses to user role and room just as the commands are restricted themselves.
