Make Dependabot capable to update bootstrap and node-sass

Dependabot tried to update both node sass and bootstrap versions, but it failed.

• Failure to update bootstrap
• Failure to update node-sass

It's probably related on how these components are used in the theme. It might make sense to change this depending on discussion about the design, but still worth to keep in mind if we still use those components.
