Subject: [PATCH] Sync CI failure line contracts

The control plane's public contract gained CiFailureLine, CiFailureAttribution,
CiFailureUndiagnosed and ReviewOpenItems.ci_failures/ci_runs_undiagnosed
(prooflinedev/proofline#5560). The pinned copy must match it exactly.
