Subject: [PATCH] ci: use apt-get instead of apt in workflow steps

apt is meant for interactive use and prints "WARNING: apt does not have
a stable CLI interface" when run from a script. Use apt-get in the deb
jobs of ci.yaml and deprecated.yaml. Flags and step names are unchanged.
