timm package is old and causes dependency chain issues

The timm package changed its imports from timm.models.layers to timm.layers, and a lot of other packages have updated but this package being behind while also be so widely used now causes dependency issues for many other packages that use it. Please update the dependencies and provide an updated version.

As of 4/9/2026:

torchscale 0.3.0 requires timm==0.6.13, but you have timm 1.0.17 which is incompatible

open-clip-torch 3.3.0 requires timm>=1.0.17, but you have timm 0.6.13 which is incompatible.
transparent-background 1.3.4 requires timm>=1.0.3, but you have timm 0.6.13 which is incompatible.
