Subject: [PATCH] test(P9): isolate exact-SHA engine in ARSAS Windows reporting
 trial

Reuse vetted nonpromotion FAST DEV workflow, preserve P8 fallback, stage P9-specific artifact name and engine/manifest verification without changing mainline engine lock.
