Child of codellm-devkit/.github#52. Implements the accepted IaC/Helm contract from .github/docs/design/specs/2026-09-02-codeanalyzer-iac-helm.md: JSON schema 2.0.0, Neo4j catalog 1.0.0, level fixtures, and semantic conformance checks.
