ability to pull the latest bosh/cf-deployment

it seems we are all dependend on deployment-versions.txt to be updated by either ci or manual.

it would be nice that we could just pull the latest versions with a flag or with .version in the bbl state directory
this would also prevent to create unnecessary creation of bbl releases
