Publish errors for rejected messages

It would be very useful for sites to see where things have gone wrong, so pushing the error messages related to a site to the data validation system would be very useful (with suitable sanitisation) for sites to diagnose issue.

We'd probably want to retrieve the data from OpenSearch so would need some kind of API access.
