FAP review grade score validation error incorrect for decimal

What is the problem and why is it a problem

The validation fail message on maximum value for FAP is wrong.

Steps to reproduce (if it's a bug).

1. Create a FAP template and configure it to use decimal points, and set a maximum of 5
2. Complete the questionary
3. Enter a values greater than 5
4. The message reads "Lowest grade is 5"
