EPAC Xpress - Support proposal submission without user technique selection

Description

For EPAC, proposals need to follow the existing Technique Proposal workflow. However, unlike the standard workflow, EPAC users should not be required to select a technique when submitting their proposal.

In the current User Office flow, selecting a technique through the Technique Picker is what identifies the proposal as a Technique Proposal. If the Technique Picker is removed, the proposal follows the normal proposal flow instead.

For EPAC, we need to retain the Technique Proposal flow while moving the responsibility of selecting the actual technique from the user to the scientist.

Expected Behaviour

The EPAC flow should work as follows:

User
→ Creates EPAC proposal
→ Submits proposal without selecting a technique
→ A predefined/default EPAC technique is assigned internally
→ Proposal enters the Technique Proposal workflow
→ Relevant scientist is notified
→ Scientist reviews the proposal and selects the appropriate technique
→ Proposal continues through the existing workflow

The default technique is only intended to allow the proposal to enter the Technique Proposal workflow. The actual technique will be determined by the scientist.

Requirements

• Hide/remove the Technique Picker from the EPAC proposal submission flow.
• Automatically associate a predefined/default technique with EPAC proposals.
• Ensure EPAC proposals are still recognised as Technique Proposals.
• Allow the relevant scientist to replace the default technique with the appropriate technique after submission.
• Notify the relevant scientist when an EPAC proposal requires technique assignment.
• Do not change the existing Technique Proposal behaviour for other calls/workflows.

Acceptance Criteria

• EPAC users can submit a proposal without selecting a technique.
• An EPAC proposal is still processed as a Technique Proposal.
• A default EPAC technique is automatically associated with the proposal.
• The relevant scientist is notified after submission.
• The scientist can select/update the actual technique.
• The selected technique is saved against the proposal.
• Existing Technique Proposal flows remain unaffected.
