Have InteropException pull additional details from ErrorsInterop

I'm unsure if it should use peek or fully remove the error from the internal stack. Leaning the latter since other programs can find the details in the exception, and we don't want to accidentally capture an unrelated error that wasn't cleared earlier.

Mostly done in 5f54fa2, just need to make sure that any set error details (not belonging to a 0 error code) are shown to the user when the exception is thrown, and you don't have to dig through the debugger to figure out what they are.

Instead of handling this in the constructor only, it may work better to have a static method in InteropException that creates a new object with the required details.
