Download sounds from workshop optional

Is it possible to make downloading workshop sounds optional? This is for CS2 players playing on certain platforms that cannot download workshop maps or sounds.

One thing you can do is set a high mm_extra_addons_timeout like 30 seconds so people can reject the addon and simply join again right away.
