Extract Stored Procedures from nvip sql script

Current DB Script has 3 stored procedures that are poorly written and can be a lot more simpler.
Lets get rid of these and use simpler prepared statements instead

extracted the stored precdeure used for preparing CVE in cache, I think there's just 2 more now
