Encoding problems when installing gem

When using gem like this

Gemfile

source :rubygems
gem 'after_commit_queue', :git => 'git://github.com/Ragnarson/after_commit_queue.git'

Generates

ArgumentError: invalid byte sequence in US-ASCII
An error occured while installing after_commit_queue (0.0.2), and Bundler cannot continue.
Make sure that `gem install after_commit_queue -v '0.0.2'` succeeds before bundling.

LC_ALL and LANG are blank for me too. Nevertheless, the problem doesn't occur, probably because the # encoding: utf-8 in the gemspec.

Maybe you have something in RUBYOPT? or somewhere, what tells ruby to ignore encoding comment in gemspec?
