Wrong permissions on hooks file

The hooks files that got updated in #267 got the wrong permissions after ingesting them:

Probably related to the change in https://github.com/EESSI/software-layer-scripts/pull/266/changes#diff-b5c6ce70124078717aaf427942e518f56dd3aa2abd5e42f1fff87f14309808e8R83?

We should also add CI (or a check in the auto ingestion scripts) to catch this.

Could be related to the umask on Deucalion, see a similar issue from last year: #38.

The file created for 2026.06 did have the correct permissions, and that was built on zen2 (and did not exist yet).

While I was debugging it with a new test file in #293, I found that it's related to having a (default) ACL on the shared project directory used by the bot. That removes all the rwx for other users when creating new files, also when the job dir is prepared by doing a git clone of software-layer(-scripts). I've fixed this by removing the (default) ACL on the jobs directory of the bot. New job directories should not get this ACL anymore (verified with a test build in #293), so that should solve this issue.
