Found from culturebotai-claw running kg-microbe-source-queue check --mech cellstructuremech
against curation/source_queue.tsv at origin/main (clean checkout, no local delta):

ADOPTED_BUT_UNVERIFIED: claims the pipeline reads this source, while its terms have not
been checked against the licence page (subtiwiki)

This is the adoption gate doing the one thing it exists for. A candidate that intends to
seed before anyone has read its licence is not a finding — that is what verification is
for. ADOPTED is the stronger claim: it says the pipeline already reads this source, and
the gate requires terms someone checked and the date they checked them.

Both of these assert the first without the second, so the repository currently ingests two
sources whose redistribution terms are unrecorded.

Two ways to close it, and which one applies is a curation judgement rather than a
mechanical fix:

• Read each licence page, record the terms and the date checked, and leave the row
  ADOPTED.
• If the terms have not in fact been read, the honest status is a candidate one, and the
  row should say so until they are.

claw's own baseline for this queue recorded zero findings when the check was written, so
this is drift since then rather than a known exception. Tracked upstream as
