Why hasn't someone made a mod for it that solves my problem for being in the Wrong Region?

You do you, but drop the attitude. You can't expect someone else to do the work for you. The project is free and open-source, nobody stops you from doing the work yourself.

There's a couple things you can do to legally get a copy of CTR for this decomp:
1: Go on eBay and buy and American copy, or:
2: Go on the PS3 PSN store, make an account with an American street address (doesn't matter what it is), buy some prepaid PSN cards for the US, and buy a copy of CTR there. Then, download the game, and use a guide to extract the game files and use them with this decomp. This is the method I used, and it worked like a charm!

I only found out about this recomp today I have forked it and already working a few improvements I may take a look at differences of Pal to NTSC as I'm in UK however personally why don't you just try it your dump and name it ctr-u.bin (if it's a .bin and see how it runs if it even loads it) let me know results and maybe able to add in a work around
