The issue:
Some voting sites allow voting every 12 hours, while servers may configure in Voting Plugin to only accept one vote every 24 hours. Sometimes players vote and they are confused as to why they did not get rewards/a vote point.

Describe the solution you'd like
Adding a configurable message when a player votes within a Vote Delay time period.
Example: You voted on a site that allows 12 hour voting. The server only accept 1 every 24 hours.

Thank you for adding this! To clarify, if I have the waituntilvotedelay on proxy set to 24 and i have waituntilvotedelay on the backend disabled, do I need to set this setting on the proxy?

I added proxy support, not sure how well that works since there will be edge cases like when a player is offiine that it might not give a reward message. Try it first and see how it works
